Development Manager 

Organizational Description:

Founded in 1972, the Chinese Progressive Association (CPA) is a grassroots membership-based organization that empowers the Chinese community in San Francisco and promotes justice and equality for all people. CPA’s campaigns and programs improve the living and working conditions of working class immigrants and give ordinary community members a stronger voice in the decision-making processes that affect them. Our core strategies are community education and organizing, leadership development and alliance building.

Position Overview:  

The Development Manager helps provide leadership to the organization’s institutional and grassroots fundraising work.  This position will also provide development support to CPA’s fiscally-sponsored projects. This position reports to the Associate Director. 


Institutional Fundraising (60%)

  • Lead the development and implementation of work plans

  • Grant writing and reporting

  • Prepare proposals and bids for government contracts

  • Coordinate proposals with partners and subcontractors

  • Work with finance team to ensure systems are coordinated

  • Oversees and provides support to Development Coordinator on government contract reporting, renewals, and modifications 

Grassroots Fundraising (25%)

  • Lead the development of grassroots fundraising programs

  • Support the development of key external communication documents including brochures, newsletters, and information packets

  • Compile and showcase press hits in the media

  • Coordinate and facilitate grassroots fundraising trainings/development with staff, board and volunteers

  • Work with the board fundraising team to develop board fundraising plans

  • Develop and maintain fundraising information management systems

  • Develop and maintain tracking of donations and donors

Organizational Support (15%)

  • Support and participate in CPA campaigns, programs, and organization-wide activities as needed


This person demonstrates:

  • A commitment to social, economic and environmental justice, bottom-up social change and building social movements

  • A deep belief in the power of grassroots fundraising as an essential strategy for social change

  • Ability to manage and design organizational systems needed to track and manage files, deadlines, and relationships. 

  • Strong writing and editing skills, and ability to communicate to diverse audiences

  • Ability to interface with a diverse set of stakeholders including funders, individual donors, and grassroots community members

  • Finds joy in gathering and sharing stories to build understanding and excitement of CPA’s work and community members

  • Good computer skills including strong proficiency in database, desktop publishing and website content management programs. Familiarity with Powerbase, Google Drive/Suite, Dropbox is a plus.

  • At least three years of related experience in a nonprofit organization preferred; candidates with less experience may be considered for Development Coordinator position.

Employment Terms:  

Full-time, non-exempt.

Salary and Benefits: 

Expected annual salary earnings ($50,000 - $60,000) per year with overtime and bonuses. This position also comes with medical and dental benefits, plus paid vacation, sick time and holidays.
